Job Purpose

The Universal Access (UA) Programme of WaterAid Bangladesh aims to demonstrate a model for universal, safe and sustainable WASH access in communities, institutions and public domains and replicated it to amplify change. The position will be responsible for implementing different thematic projects related to the promotion of self-sustained inclusive public sanitation in cities and the improvement of livelihood opportunities for climate-induced migrants in cities and municipalities through income-generating activities and microfinance supports from microfinance institutions aiming to ensure resilient WASH services. Other key responsibilities entail strategic guidance, project designing, operational planning, budgeting, monitoring, and compliance checking for quality programme delivery. S/he is responsible for influencing policy change and finding relevant advocacy agenda, building capacities of relevant actors at all level We are looking for a dynamic, committed and self-driven individual for the role of Project Coordinator to facilitate achieving desired goals along with assigned responsibilities under the portfolio of UA Programme.

Key Responsibilities

• Lead and manage different thematic projects on public sanitation and climate change through partners in different urban setups in Bangladesh • Overall accountability for the delivery of quality programmes on time, on budget, and by implementation plans • Prepare RFP/TOR for hiring consultants/consulting firms/organizations to prepare contextual design, facilitate construction, operation, and management of public toilets, and conduct relevant studies. • Facilitate construction/renovation of toilets and water supply facilities in selected locations and establish management models for operation and management to ensure pro-poor and sustainable service provisions for targeted people • Responsible for the implementation of livelihood components and waste management in urban slums at selective city corporations and municipalities • Contribute to the process of developing a new project proposal, identification of new project areas, selecting new partner organizations and others. • Ensure programme designing, planning, and budgeting are in line with the Country Strategy Plan and Guidelines of the organization and donor’s requirement • Review of partners' progress against the plan, identify the loopholes and provide appropriate feedback & support to ensure smooth and effective implementation of the projects • Coordinate with another team of country office to ensure providing necessary support to the partner organizations on their needs. • Build, maintain and ensure relationships with the respective city corporations, municipal authorities, Bangladesh Railway and other potential sector actors to initiate plans for the establishment of an inclusive sanitation system and water supply facilities in strategic locations in public places and communities. • Identify advocacy agendas for pro-poor and sustainable public sanitation services and work with the relevant authorities for initiating system-strengthening interventions • Advocate/facilitate networking and alliance buildings in respective project areas • Represent WaterAid to different national/international audiences, coordinate & facilitate all field visits, and meetings with respective partner organizations, donors and other stakeholders • Roll out the relevant policies among the relevant key sector actors for improving the situation of public sanitation • Organize different events and campaigns along with others • Facilitate in development of an operational model for public toilets, including other operational guidelines or strategies • Build the capacity of partner NGOs in the areas of programme management and implementation through mainstreaming WaterAid’s & national policies and strategies • Facilitate to build institutional capacity of respective city corporations, municipalities and Bangladesh Railway • Take time to build team capacities related to quality project and award management, donor compliance, and operational excellence. • Ensure timely and quality reporting from partners and to donors • Facilitate the knowledge management process for the project in terms of documentation, good practices, learning and cases. • Conduct staff appraisal and periodic review of individual accountability plan • Proactively support the professional growth of team members/ others by offering quality feedback and opportunities to progress and grow • Demonstrate and actively enable team learning and development, including approaches such as coaching, mentoring, facilitated workshops, review and action planning. • Foster a culture of inclusive and equitable working, collaboration and common ambition • Facilitate preparation, review and approval of partner organizations' annual plans and budgets. • Facilitate the fund disbursement process with support from the finance team. • Monitor/track budget and expenditure and provide appropriate feedback • Follow-up audit findings and recommendations. • Exhibit appropriate communication style when communicating with the whole range of colleagues, partners, communities and stakeholders. • Ensure programme delivery is gender responsive and socially inclusive • Will act as the ‘Safeguarding Focal Point (SFP)’ for respective projects and ensure that excellent safeguarding practice is embedded throughout the operations. • Ensure grants compliance along with organizational policies and procedures

Requisite qualifications, experience, and attributes

• Master’s degree preferably in Management, Environmental Science, Social Sciences, Development Studies or relevant subject; For excellent academic attainment and/ or fast professional track record, this condition may be relaxed • Minimum 07 years of experience of which at least 03 years of project management experience in relevant field. • Experience working with public service providers, private sectors and City Corporations will be treated as an advantage. • Experience in public-private partnership and entrepreneur development is highly desired • Excellent presentation, facilitation, communication and writing skills both in Bangla & English. • Ability to provide capacity-building support to partner NGOs and government representatives and supervise the project interventions. • Experience or good understanding of project monitoring and evaluation • Aptitude for innovation, to identify and explore new methods of working • Ready to undertake extensive field visits at field/project areas
