Programme Lead, Climate Resilience Programme

The Programme Lead position will inspire, support and promote WaterAid Bangladesh’s “Advancing Climate Resilient and Inclusive WASH” programme that aims to strengthen the resilience of WASH to Climate change. S/He will be responsible for achieving the overall outcome of the Climate Resilience (CR) programme as per Country Programme Strategy (CPS), will lead implementation of the programme through supporting and inspiring a dedicated and high performing team along with the implementing partners by providing strategic inputs and directions. S/He will work with local and national strategic partners to strengthen the WASH system to deliver climate resilient WASH for the climate vulnerable communities. Being the knowledge and thought leader for CR programme, this role will develop, maintain and strengthen networking and relationships with stakeholders including relevant government of Bangladesh entities related to WASH and Climate Change including the INGOs, NGOs and Donors. S/He will particularly emphasize on building capacity of local government institutions and private sector entities to respond to overall WASH impacts of climate change. As a knowledge leader in overall policy and governance related issues of WASH and climate change, s/he will develop the skills, capacity and knowledge of WaterAid Bangladesh’s programme and partner staff to understand the policy and governance perspectives of climate change and WASH Apart, s/he will be proactively engaged in designing and developing impactful climate resilient WASH projects/ programmes in association with the Business Development Team.
The incumbent will support the following: • Lead the Climate change and WASH programme – which is one of the core portfolio of the organisation. • Ensure achievements of the outcomes of CR programme as set out in the Country Programme Strategy through team members with high standards. • Guide and inspire team members/ colleagues to deliver and implement projects under the CR programmes with required quality; and within time. • Develop and uphold the strategic relationships with stakeholder that include partner NGOs, GoB officials at the local and national levels. • Ensures WaterAid Bangladesh’s visibility while working with the Government of Bangladesh entities (Ministries/departments/institutions/LGIs) at the national and local levels. • Guiding, managing, and facilitating team members towards succeeding the common goals ensuring that workplans are adhered to outputs and outcomes are achieved with quality. Coaching team members to grow - upholding their motivation to deliver high performance. • Ensure proper Monitoring, Evaluation, Research and Learning activities are place for the programme/projects. Especially concentrate on developing learning documents to promote the good/best practices of WaterAid Bangladesh with the sector actors to highlight the CR WASH programme outcomes and technologies. • Support Policy Advocacy initiatives especially at the local level where the projects are being implemented and ensure WaterAid Bangladesh presence and visibility. Support national level policy advocacy. • As a member of Extended Management Team (EMT), support the Senior Management Team (SMT) in taking strategic decisions and implementing/cascading decisions of SMT with her/his line management. • Be aware of challenges, constraints and risk to project implementation at the local and national level and escalate to SMT as and when needed. In addition to above any other responsibilities assigned by the line manager to be done for the interest of WAB.
The incumbent should have the skills and capacity to mentor, inspire and influence her/his staffs to achieve the programme/project outcomes in a collaborative manner. S/He will manage her/his performance as well as performance of her/his line management staff. Has the ability to understand and relate to Country Programme Strategy and make the connections of the efforts at the grassroots to the strategy. Line Manage Project coordinators and supervise the CR Programme team. Should have a strong focused on meeting programme objectives and supporting her/his team to perform at it best of abilities. Should be an active seeker of knowledge and be open minded to mould and support team to achieve it set operational plans. Sufficient experience in development field / or specialist skills transferred from a different sector. Education, knowledge and experience: • Master’s preferably in Climate Change, Environmental Sciences, Development Studies, Public Health, Economics, Social science or related discipline. Advanced degree from recognised overseas institution/University would be an advantage. • At least 08 years professional experience in relevant field with 4-5 years of experience of leading a team of professional staff. However, for the fast-track professional growth, years of experience can also be relaxed. The position is only about managing the team but of inspiring and leading them to achieve outcomes through working with partner NGOs at the grassroots. • Knowledgeable and good understanding of the climate change and WASH context of Bangladesh. • Experience of working with Local Government Institutions (Union Parishad/ Municipalities/ City Corporation). • An innovative problem solver and has a natural knack to identify challenges and risks to programme/project implementation address those challenges and risks as needed. • Experience of implementing programmes/project through partnership with national NGOs is a must. • Experience in policy/strategy/ action plan formulation, report/article writing and documentation. • Courage for multi-tasking ability to produce results individually as need and through teamwork within tight deadlines. • Ability of performing in a multi-sectoral environment. • Ability to identify priorities, design programs and produce deliverables with minimal supervision. • Analytical ability to analyze policies, strategies and can extract advocacy and influential agenda for the WA • Work experience with Government/ Development Partners and INGOs and/or good understanding of Government and Development Partner’s work environment would be an added advantage • Ability to work independently with minimal supervision. Professional and Technical Skills: • Ability to establish good relationship and rapport with stakeholders and partners; allure cooperation from other teams and • Skills to use different technological resources (computer, multimedia projector, internet, email, computer aided systems, widely used software etc.). • Knowledge and skills of planning, budgeting and report writing. • Excellent presentation and facilitation skills. • Strong interpersonal communication and networking skill. • Writing skill both in Bangla (Skill of Bangla typing is an added advantage) and English. • Media (Print, electronic and Social media) relations skills. Personal Competencies: • Must be a person who is self-motivated with good interpersonal skills and capacity to understand and walk with people from all walks of life. • Possess personal integrity, flexible attitude, sense of transparency, proactive stance and respect for gender and organizational culture. • Competent to uphold organizational values, willingness to promote integrity in line with organizational mission and vision. • Ability to work under pressure and meet deadlines.
