Monitoring and Evaluation Expert

As a key member of the team, s/he will actively assist in accomplishing the team's objectives and coordinate, as assigned, with other colleagues within the organisation and partner NGOs. S/he is responsible to coordinate WAB’s technical and operational support to Programme/Project Teams and Partner NGOs with regard to monitoring, evaluation, reporting and computer/mobile-phone supported database management. In addition, s/he will follow up the result-based monitoring and different (baseline, end-line etc.) studies under various grants.
1. Design and implement field Monitoring and Evaluation (M&E) related activities aligning with the organisational related policy/ procedures/ guidelines under the leadership of the line manager. 2. Conduct output, process and outcome monitoring activities and quality verification related to WaterAid supported projects, as assigned 3. Work with WaterAid UK designed web-based system applied globally for all WaterAid countries related to planning, monitoring, evaluation and reporting (PMER) of projects and programmes. 4. Initiate and coordinate studies and evaluations by external consultants related to project baseline/endline and evaluations by supporting the hiring of external consultant/firm to carry out survey, data collection, computer entry and evaluation of WAB projects and related M&E activities by developing ToR, overseeing quality and disseminating/sharing results. 5. Provide technical and operational guidance to partner NGOs on field monitoring, survey activities and database management in connection with WaterAid supported projects and programmes. 7. Generate organisational learning out of regular and special monitoring and evaluation activities, document lessons learnt/case studies and share organisational learning with potential audiences and users – both internal and external to promote WAB/ PNGO best practices across the WaSH sector and Global WaterAid family. 8. Contribute to WaterAid six-monthly and Annual reports and grant specific donor reports using the PMIS system and organising sample survey to assess project specific results in relation to result framework proposed in various project plans under implementation. 9. Contribute in the improvement of monitoring and evaluation system including database of WAB and its partners in line with WAPS and project plans; design data collection forms, questionnaires and reporting formats as necessary to capture physical progress and impact data. 10. Support to prepare and review annual budget for Quality Assurance / Monitoring and Evaluation activities; working in a team of 3-4 dedicated staff associated with the M&E/ Quality Assurance Unit from different specialised background to bring collective excellence of this function within the organisation. 11. Feed management as well as Programme Department with periodic internal monitoring feedback on the problems and prospects related to implementation of WaterAid supported projects on the ground. 12. Conduct advanced statistical analyses and interpret data to identify trends, patterns, and insights of a projects. Utilize data analytics tools and software to manage and analyze large datasets. 13. Extend support to partners, as appropriate. 14. Perform any other relevant tasks as assigned by the line manager.
Education: Masters or equivalent degree preferably in Statistics/ Anthropology/ Development Economics/ Urban and Rural Planning. Advanced degree from recognised overseas institution is preferred. Experience: At least 05 years’ demonstrated experience in M&E with reputed organisations preferably with INGOs, donor agencies or international organisations in the field of water, sanitation and hygiene is preferred. Skills: Proficiency in statistical software and data analysis tools (e.g., R, Python, SPSS, Stata). Advanced skills in data visualisation tools (e.g., Tableau, Power BI). Strong report writing, presentation, and analytical abilities is required. Competencies: - Demonstrated expertise in performance measurement, encompassing indicator selection, target setting, reporting, and database management. - Skilled in developing monitoring and evaluation plans. - Proficient in computer applications and database management. - Quick learner, detail-oriented, proactive, and self-motivated. - Excellent interpersonal skills; with an ability to understand and garner support from others. - Strong ability to plan, prioritise, and work under pressure to meet deadlines. - Sensitive to gender, diversity, and organisational culture.

Monthly gross salary BDT 89,141/-. In addition, festival bonus, provident fund, gratuity, life insurance for self, health insurance for self, spouse and children, cell phone allowances etc. are applicable as per policy provision.
Travel on a regular basis to remote areas of Bangladesh is required. 30% to 50% time should be dedicated to travels.
